20/05/2019 - Administration of Land Drainage Consenting and Enforcement Responsibilities ref: 3924 Recommendations Approved
Tewkesbury Borough Council (TBC) supports a
countywide protocol in relation to all Consenting and Enforcement
Powers on ordinary watercourses, as bestowed upon Gloucestershire
County Council (GCC) as Lead Local Flood Authority under the Land
Drainage Act 1991, as amended by the Flood and Water Management Act
2010. For the administrative areas of TBC; GCC will delegate the
responsibilities for administering certain sections of the 1991 Act
under Section 13(4) of the 2010 Act, which states that 'a risk
management authority may arrange for a flood risk management
function to be exercised on its behalf by another risk management
authority'.
By entering into this arrangement, TBC will generate income of
£22,000 per annum from GCC and it will ensure effective and
tailored service delivery for TBC. In addition, TBC will be
entitled to retain the fee of £50 per Land Drainage Consent
Application.

31/10/2014 - Continuation of Shared Building Control Service ref: 3922 Recommendations Approved
The shared service has been operational for
five years. In this time the shared service has exceeded the
targets set out in the original business case. Both Cheltenham
Borough and Tewkesbury Borough Councils have client officer and
elected Member representation on the governance body for the
service (Joint Monitoring and Liaison Group (JMLG)). JMLG has
confirmed that it is satisfied with the performance of the
group.
The maintenance of the shared service for a further five years
gives the Building Control service further opportunity to develop
and improve service provision.
